What Moreno Valley Utility pays in 2026
We read MVU's pages and application forms on October 5, 2026. The HVAC amounts come from a form that carries no date, so the card is marked to check first.
Central AC and heat pump replacement
$140 per ton for SEER 16 to 16.9 and $160 per ton for SEER 16 or more if bought in Moreno Valley, $120 or $140 online or outside the city. A licensed contractor and an AHRI certificate are required.
AC or heat pump tune-up
Limit two units per location, systems at least one year old, NATE-certified technician.
5-5-5 EV incentive
$500 for an EV purchase or lease, $500 for a charger, and $50 off the monthly bill with proof of registration. It ends when funding runs out.
Income-based rate discount
A discount on electric energy charges for qualified families, by application with an IRS transcript.
Federal 25C and 25D credits
They do not apply to 2026 installs.
Which part of Moreno Valley this covers
MVU serves part of the city, and Southern California Edison serves the rest. A rebate from MVU is only for customers whose electric bill comes from MVU. Check your bill before you start, because an SCE customer in the same street cannot use it. Our SCE page covers the other side.
How the HVAC rebate adds up
A 3-ton SEER 16+ system bought in the city earns 3 times $160, or $480. The same system bought online earns 3 times $140, or $420. That is small next to a system's price, and rebates are capped at 50% of the measure's cost and $5,000 a fiscal year. The tune-up pays $75 and is the cheapest way to use the program. Rebate requests are due within four months of purchase.
The EV incentive
The 5-5-5 program gives $500 for an EV or lease and $500 for a charger, for up to two vehicles a household, plus a $50 monthly bill discount with proof of registration. The purchase must be within the last 90 days. The program ends when its funding is gone, with no stated end date, so apply early.
Fiscal years and limits
MVU runs its programs on a July 1 to June 30 fiscal year. Rebates are limited, not guaranteed and can be ended without notice, and a request of $5,000 or more needs pre-approval. If you have rooftop solar under net metering, the rebate is reduced by the share of your use your panels cover. Read the terms on the form before you buy.
Help with the bill
MVU offers a 23% or 35% discount on electric energy charges depending on household income. Very high energy users and low-income program participants can get an energy audit with no-cost direct install, including AC tune-ups, duct testing and sealing, filter change and efficient lighting. Both are applied for through MVU.
How to claim Moreno Valley Utility rebates
- Confirm your electric bill says Moreno Valley Utility.
- Read the terms on the rebate application before you buy.
- Use a licensed contractor and get the AHRI certificate for any AC or heat pump.
- Submit the form with the receipt within four months of purchase.
- For the EV incentive, apply within 90 days of buying.
