The Comparison That Started This

SMUD, the public utility serving Sacramento, offers up to $3,000 to switch a gas furnace to a heat pump. If you're in the Bay Area on PG&E, the rebate is far smaller, and the TECH Clean California incentive has been fully reserved since November 2025. That's a real gap, and it's fair to ask why.

Why the Gap Exists

SMUD is a municipal utility — owned and run by the local community, not shareholders. It can direct more of its budget straight into rebates. PG&E is an investor-owned utility serving a much larger, more spread-out territory, with rebate dollars typically funneled through separate regional programs rather than paid directly by the utility itself. Neither structure is "wrong," but it does mean your rebate amount depends heavily on which utility happens to serve your address.

Your Real Options as a PG&E-Territory Homeowner

1. BayREN

The Bay Area Regional Energy Network coordinates rebates across PG&E's Bay Area footprint and is usually the best starting point — often better than PG&E's own listed rebate.

2. Climate Equity Hub

Income-qualified households can get a free heat pump water heater through this program, run alongside BayREN.

3. Federal HEEHRA

The federal High-Efficiency Electric Home Rebate program stacks on top of whatever your utility offers, and doesn't care whether you're on SMUD or PG&E.

Bottom Line

You can't switch utilities to chase SMUD's rebate. But BayREN plus income-qualified programs plus federal credits can close a real chunk of that gap. Check every layer before assuming PG&E territory means a bad deal.
