Not launched

The state says it has no launch date, so we do not count them.

Three ways to file

You can apply on the company's website, mail a paper form with a copy of the receipt, or pick up a paper form at a participating store while you shop. Mailed forms must be postmarked by January 15, 2027.

Where a heat pump water heater fits

The Census Bureau's American Community Survey for 2020 to 2024 counts 39,978 homes in Duluth, and 60% are detached houses, which usually have more room for a water heater than a small apartment. A heat pump water heater pulls heat from the air in its room, so a basement or utility room works well, and a very cold, tiny closet does not. It also cools the room a little. The census table does not say how homes heat their water, so we cannot count how many Duluth homes use electric tanks.

If you replace an electric tank, the savings are the biggest, since the heat pump moves heat and does not make it from scratch. If you replace a gas tank, the math is closer, and it depends on your gas price and electric rate. Ask a plumber for a cost comparison.

The rules on the page

The company says to include a copy of the sales receipt. The unit must be new, since reconditioned or resale equipment is not eligible. It must be installed within the service area of Minnesota Power or a participating city utility. The offer cannot be combined with another offer from Minnesota Power or its participating utilities for the same equipment. Expect a check in eight to ten weeks, and a valid email address opens up other payment choices.

Pairing it with other work

Duluth homes are old, since 78% were built before 1980, and old basements can be damp and cold. If you plan a heat pump for the house too, install both in one visit if you can, so the electrician can check your panel once. Our Duluth heat pump page has the amounts for the house-wide system.

Questions to ask the plumber

Ask four things before you buy. First, what is the installed price, including any electrical work? Second, how many gallons does the unit hold, and is that enough for your household? Third, where will it sit, and how will the cool air it makes be handled in winter? Fourth, does it have a backup heating element, and when does it switch on? A good answer to each means fewer surprises. Write the model number on the quote, because the rebate form and the receipt must match it.

Keep the paperwork

Keep the receipt, the model number and the date. The offer expires December 31, 2026, and mailed requests must be postmarked by January 15, 2027. Late submissions will not be accepted, according to the page.
