Riverside Public Utilities Rebates

Riverside runs its own utility, so Southern California Edison guides do not apply here. Riverside Public Utilities pays $750 per ton for a heat pump, $500 per kWh for a battery and up to $1,500 for an EV charger. An older $3,100 figure on this site was wrong.

Heat pump and air conditioning

$750 per ton for a heat pump

Heat pump 15.2 SEER or better. Central air conditioner $150 or $250 per ton, tune-up $25, Wi-Fi thermostat $50, whole-house evaporative cooler $150. Matching condenser and coil. Apply within 90 days.

$200 water heater

Heat pump water heater $200, heat pump dryer $200, refrigerator with recycling $200, dishwasher $50, washer $75. Apply within 90 days.

Weatherization

Insulation per sq ft; windows $1 per sq ft

Attic insulation 10 to 20 cents per sq ft, walls 15 cents, ENERGY STAR windows and glass doors $1 per sq ft, plus duct, fan and cool roof lines.

Riverside is not SCE

Riverside is served by Riverside Public Utilities, not Southern California Edison. A guide that says otherwise is out of date. Check the name on your electric bill first, since a city address does not tell you which utility serves it. Moreno Valley is next door but has its own utility for part of the city, and its page shows how little is published there.

Rules that catch people out

RPU wants a dated receipt that shows the make, model, serial number, tonnage and SEER of heat pump equipment, and it requires a matching condenser and coil. Most items need an application within 90 days of purchase, and storage within 180 days. Funds are limited. The battery rebate needs a domestic time-of-use rate, so check that the rate suits your household before you buy storage.

A worked example

A 3-ton heat pump earns 3 x $750 = $2,250. A heat pump water heater adds $200, and 1,500 square feet of R-30 attic insulation at 15 cents adds $225. Together that is $2,675, before any battery or EV charger rebate. A 10 kWh battery at $500 per kWh would add $5,000.

What RPU does not pay

RPU pays no rebate for rooftop solar panels on the pages we read. State and federal money is mostly out in 2026.

State and federal money adds little in 2026. TECH Clean California lists its single-family funds as reserved, the federal home electrification rebates are on hold, and the federal 25C and 25D credits ended after December 31, 2025.

How to claim an RPU rebate

  1. Confirm your electric bill says Riverside Public Utilities.
  2. Check the item on RPU's rebate page before you buy.
  3. Keep the dated receipt with make, model, serial number and tonnage or size.
  4. Apply within 90 days of purchase, or within 180 days for storage.
  5. For storage, confirm you are on a domestic time-of-use rate first.
