You can find a list of HPCN-certified heat pump installers anywhere. But certification doesn't guarantee trustworthiness. Some certified installers pressure customers into unnecessary upgrades, disappear after installation, or don't follow through on rebate paperwork.
We vet for the stuff that actually matters.
Universal Requirements (All Regions)
Every installer on HomePowerRebate meets these standards:
1. Case Studies Required
We require 2+ real completed jobs with before/after data. You can see what they've actually built, not just promises. Each case study shows: project type, timeline, costs, rebates received, and customer satisfaction.
2. Insurance & Bonding
Proof of liability insurance ($1M+ coverage). Proof of workers' comp insurance (if applicable). We verify this every year.
3. Response Time SLA
Quote within 48 hours of request. No ghosting customers. Clear communication throughout the process.
4. Standard Proposal Format
All installers use a consistent proposal template. Heat pump, solar, and battery installations are itemized identically. This lets you compare apples-to-apples, not apples-to-oranges.
5. No Sales Pressure Commitment
No surprise upgrades mid-project. No aggressive follow-up sales calls. No gatekeeping information to force decisions. We receive complaints and we'll boot installers who violate this.
6. Expertise Tags
Each installer clearly lists what they do and don't do:

BC-Specific Requirements
On top of universal standards, every BC installer has:
- HPCN Certification — Heat Pump Certification Network credential required. Updated annually.
- BC Hydro Program Knowledge — Trained on heat pump rebate eligibility and application. Familiar with Peak Saver demand response program.
- FortisBC Knowledge — For northern/interior BC regions, FortisBC program knowledge required. Understand differences between BC Hydro and FortisBC incentives.
- Island vs. Mainland Considerations — For island installers: knowledge of grid limitations and mini-split efficiency requirements.
Ontario Requirements (Coming 2026)
When we launch in Ontario, installers will meet:
Ontario Certification & Knowledge
- [Ontario Certification Body] Certification — Required and updated annually.
- Utility Program Knowledge — Training on [Primary Ontario Utility] rebate programs. Knowledge of [Secondary Utilities].
- Provincial Incentive Knowledge — Understanding of Ontario government heat pump programs. Knowledge of tax implications in Ontario.

California Requirements (Coming September 2026)
When we launch in California, installers will meet:
California Certification & Knowledge
- [California Certification Body] Certification — California contractor's license required.
- Utility Program Knowledge — Training on local utility rebates (LADWP, SCE, PG&E, etc.). Knowledge of California-specific incentives.
- IRA Tax Credit Knowledge — Understanding of 30% federal IRA tax credit for heat pumps. Ability to explain federal incentive requirements.
- Permitting Expertise — California permitting is complex. Knowledge of local permitting processes and Title 24 energy standards.

How We Enforce This
We're not just checking a box once.
- Annual re-vetting. Every installer goes through criteria verification yearly.
- Customer complaints. If we get consistent complaints, we investigate. Violation = removal.
- Case study audits. We spot-check references to make sure case studies are real.
- Program updates. When utility programs change, we re-train installers.
What Gets You Booted
We remove installers who:
- Pressure customers into unnecessary upgrades
- Disappear mid-project or post-installation
- Violate the "no sales pressure" rule (we hear about it, they're out)
- Provide false case studies or credentials
- Miss response time SLAs consistently
- Fail insurance/bonding verification
