What Con Edison actually offers
Con Edison's residential rebate pages — heating and cooling, weatherization, smart thermostats, and the rest — don't list an HRV or ERV incentive for single-family or owner-occupied homes. The only place ERV/HRV shows up in Con Edison's published materials is the Multifamily Energy Efficiency Program, where it counts as a 15-point measure toward a building-wide efficiency tier — not a rebate an individual homeowner can claim.
Con Edison residential Clean Heat programs
Most New York City housing is multifamily, and the ventilation incentives that do exist in Con Edison territory are built around apartment buildings, not single-family retrofits.
We checked Con Edison's published residential rebate materials directly rather than assume ventilation coverage would match the heat pump rebate — it doesn't, and we'd rather say that plainly than list a number that isn't real.

Stacking it with other programs
If you own a multifamily building rather than a single house, the Multifamily Energy Efficiency Program is worth a call — an ERV or HRV counts toward the points needed for a building-wide incentive tier. For a single-family home, there's currently nothing to stack; the federal 25C tax credit that used to cover insulation and air sealing expired December 31, 2025, so there's no federal fallback for it either right now.
