How much you get
PECO doesn't list a heat recovery ventilator (HRV) or energy recovery ventilator (ERV) as a rebate category. Its Act 129 program covers heat pumps, smart thermostats, insulation, and heat pump water heaters — ventilation equipment wasn't part of the Phase IV cycle that closed May 31, 2026, and it isn't mentioned in the Phase V plan replacing it. The Electrical Association of Philadelphia's homeowner HVAC rebate, which homeowners often stack with PECO's, is narrower still: heat pumps, central air conditioners, and mini-split heat pumps only.
Philadelphia's rowhomes make a real case for one anyway, even without a rebate. Air-sealing an attached rowhome after insulation work often traps stale air and humidity with nowhere to go — there are usually only one or two exterior walls to work with, unlike a detached suburban house. A balanced ventilation system can matter more here than the rebate catalog suggests.
The federal Energy Efficient Home Improvement Credit (25C), which used to cover 30% of some efficiency upgrades, expired December 31, 2025 — and it never listed HRVs or ERVs as qualifying equipment even while it was active. So there's no federal fallback either. For now, an HRV or ERV in Philadelphia is an out-of-pocket upgrade.
