Penelec, one of FirstEnergy's four Pennsylvania utilities alongside Met-Ed, Penn Power, and West Penn Power, runs its residential rebates through the shared energysavePA program. That catalog covers ENERGY STAR smart thermostats ($25, or $50 for income-qualified customers), several heat pump types including air-source, ductless mini-split, and geothermal, and heat pump water heaters — but not heat recovery or energy recovery ventilators.
Erie's lake-effect winters and older housing stock along the Lake Erie shoreline make a strong practical case for balanced ventilation: tight, older homes here trap moisture and stale air fast once they're air-sealed. That case doesn't currently come with a rebate check attached.
The federal Energy Efficient Home Improvement Credit (25C) expired December 31, 2025 and never listed HRVs or ERVs as qualifying equipment while it was active, so there's no federal fallback. For now, an HRV or ERV in Erie is an out-of-pocket upgrade.
