How we ranked these
Three things: total realistic rebate stack for a typical home doing a heat pump + insulation + solar project, program coherence (one clear program vs. a scavenger hunt across five agencies), and whether the money is actually flowing right now, not a program that closed six months ago but still ranks on Google.
We're not ranking population or climate policy ambition. We're ranking what a homeowner can actually put in their pocket in 2026.

Atlantic provinces beyond Nova Scotia (New Brunswick, PEI, Newfoundland) and the territories don't have developed enough programs to rank meaningfully as of 2026 — mostly limited to federal-only coverage.
The breakdown
CleanBC isn't just generous, it's coherent. One heat pump rebate ($4,000–$16,000), one solar rebate ($5,000), one insulation program ($5,500), one windows program ($2,000), one water heater rebate ($3,000). A homeowner can understand the whole system in an afternoon. That matters as much as the dollar figure — a $30K stack nobody can navigate is worth less than a $20K stack anyone can use.
BC is the only province where we'd say the program design itself, not just the funding level, is best-in-class.
This one surprised us. Quebec's solar rebate through Hydro-Québec pays $1,000/kW up to 20kW — a 10kW system nets roughly $10,000, which is double BC's flat $5,000 rebate. Heat pumps through LogisVert go up to $6,700 (air-source) or $10,000 (geothermal). Insulation through Rénoclimat adds up to $3,750 more.
Two real issues keep Quebec out of first place. First, it's split across two separate programs with different rules, which is real friction compared to BC's single-program design. Second — and this is the practical reason most rebate-guide sites skip Quebec entirely — the province's Charter of the French Language legally requires French content for anything marketing to Quebec consumers, with real enforcement (fines starting at $3,000/day). That's not a knock on the rebate program itself, which is genuinely strong. It's just why you'll see far less English-language coverage of Quebec's rebates than the numbers deserve.
Ontario's Home Renovation Savings Program pays real money — up to $2,000/ton for cold-climate heat pumps, $100 per window opening, $500/ton for water heaters. The problem is consistency. Amounts shift depending on your fuel type, your city, and sometimes your specific utility territory. Two homes ten minutes apart can qualify for meaningfully different amounts.
Ontario also has the largest population of any province we cover (15.4M), so the sheer number of homeowners who benefit outweighs some of the structural messiness. It's a strong program buried under an inconsistent structure.
Efficiency Nova Scotia used to run some of the most aggressive stackable grants and interest-free loans in the country. That era is largely over: the core Home Heating System Rebates Program closed to new applicants on December 31, 2025, and the federal Oil to Heat Pump Affordability Program closed July 2, 2026. What survives is real but thinner — up to $5,000 for any homeowner, up to $15,000 for moderate-income households, and free installation for income-qualified homes through HomeWarming.
Halifax adds its own wrinkle worth knowing: the city runs Solar City, property-assessed solar financing at 4.75% fixed over 10 years billed through your property tax, on top of the provincial $0.60/watt rebate. It's financing, not free money, but it removes the upfront cash barrier that stops a lot of solar projects.
Nova Scotia is a province in decline on this metric, not because homeowners stopped needing help, but because the funding did.
Manitoba's heat pump rebate ranges from $250 to $2,000 depending on category, with an extra $500 for income-qualified households. That's a fraction of what BC or Quebec offer for the identical equipment. The one exception was the federal Oil to Heat Pump program, which could add up to $20,000 combined for homes switching off oil heat — but that program also stopped taking new applications after July 31, 2026, leaving Manitoba back to its thin baseline.
Alberta has no provincial rebate program for home energy upgrades. What it has is the Clean Energy Improvement Program (CEIP) — which is financing, not a rebate, a low-interest loan attached to your property tax bill, sometimes with a small incentive on top. Utility rebates from ENMAX and ATCO run $500 to $2,000 per unit and are described by installers as changing "throughout the year," which is not a confidence-inspiring way to plan a $12,000 purchase. There's no solar rebate, no battery rebate, and no EV charger rebate in Alberta at all.
The clearest sign of how thin this is: as of January 2026, the federal Oil to Heat Pump program — Albertans' best available option for heat pump help — had received just 16 applications and issued a single grant province-wide. Not per city. Province-wide.
Some cities do better than the provincial baseline. Calgary runs a free Home Upgrades Program for income-qualified residents (currently waitlisted). Lethbridge, which has its own municipal electric utility, offers a small $400 environmental incentive. St. Albert adds a $1,400 cash bonus on top of CEIP. Red Deer brought back a $50 smart thermostat rebate. None of it changes the province's overall ranking, but it means the city you live in matters more in Alberta than almost anywhere else in Canada.
For a province with Alberta's population and home values, this is a real gap, not a rounding error.
Saskatchewan is last, and it's not close. There is currently no heat pump rebate in the province at all. SaskPower's Home Efficiency Retrofit Rebate covers building-envelope work — windows, doors, insulation, air sealing — up to $1,800, but heat pumps specifically are excluded. If you're switching off oil heat, the federal Oil to Heat Pump program is (or was, before it closed) your only real option.
A homeowner in Saskatchewan replacing a furnace with a heat pump today gets essentially the same support as someone doing nothing at all.
What this means if you're deciding where to invest
If you're a homeowner: BC and Quebec are where your rebate dollars go furthest. Ontario's money is real but requires more homework to find. Everywhere else, budget for the upgrade as if the rebate is a bonus, not a plan.
If you're a policymaker reading this in Regina or Edmonton: the gap between what BC/Quebec offer and what Alberta/Saskatchewan offer isn't a rounding error. It's the difference between a homeowner switching to a heat pump this year and one waiting another decade.
