The honest answer: no dedicated HRV rebate in Whitby

Ontario's provincial Home Renovation Savings Program (HRSP), delivered through Enbridge Gas and local electric utilities like Elexicon Energy in Whitby, covers heat pumps, insulation, windows and doors, air sealing, solar, smart thermostats, and a handful of appliances. Heat recovery ventilators and energy recovery ventilators are not on that eligible-measures list, whether installed on their own or alongside another upgrade. This isn't a technicality or a paperwork gap — we checked the program's own eligible-upgrades documentation directly, and ventilation equipment simply doesn't appear in either its assessment-required or no-assessment-required tiers.

Whitby's blend of established neighbourhoods and newer Durham-region subdivisions means some homes already have a builder-installed HRV and others don't — but neither group has a rebate to fall back on.
